India Optel has announced 1 vacancy for the post of Director, DPSU Coordination Cell (DCC) on a contract basis. Who Can Apply

Candidates must fulfil the following essential and desirable criteria for the position:

• Essential Qualification: Graduate Degree in Engineering/ Technology or equivalent discipline from a recognized University/ Institute.
• Desirable Qualification: Master’s or Higher Degree in Engineering/ Technology.
• Eligibility Criteria: Person retired from any DPSU at the pay scale of E-8/E-9 or equivalent Central Government Pay Level of 13/14 and above, OR Professors/Scientists retired from IITs, CSIR, DRDO, ISRO etc., or any other officer retired from analogous posts of Central Government at the Pay Level of 13/14 and above.
• Vigilance Record: The applicant should have a clear vigilance/disciplinary record at the time of retirement, supported by a prescribed declaration/undertaking.
• Essential Experience: Substantial experience in Defence Establishment, R&D, Technology Development, Engineering/Product Development, Project Management, Manufacturing/Production Technology, Indigenization/Value Engineering, Technology Transfer, Academic/Research collaboration, Defence/Strategic Technologies or allied technical domains in Defence Establishments, DPSUs, DRDO or comparable organisations. Demonstrated experience in management/execution of multi-disciplinary technical projects/programmes, stakeholder coordination, and interaction with industry, R&D organizations, academic/research institutions, and/or government agencies.
• Desirable Experience: Preference may be given to candidates having experience in Defence R&D and Technology Development; DRDO/DPSUs/Defence Establishments; collaboration with IITs, IISc or other premier technical/research institutions; management of sponsored/industry-sponsored research projects; technology development, prototyping, productisation, and technology transfer; coordination with DRDO, iDEX, Armed Forces, and govt. agencies; and management of research project activities involving faculty, professors, and research scholars.
• Age Limit: 65 years (Maximum) as on the closing date of advertisement. Only Indian Nationals are eligible to apply.

Pay and Terms

The selected candidate will receive a fixed monthly remuneration arrived at by deducting the basic pension from the pay drawn at the time of retirement, which remains unchanged for the term of the contract. No House Rent Allowance (HRA) is admissible. If company residential quarters are allotted as per IOL policy subject to availability, rent/license fee, electricity charges, and other charges apply, and no HRA is payable. Retired employees engaged may be allowed TA/DA on official tour as per their entitlement at the time of retirement. A fixed flat rate transport allowance without DA applicability is allowed for commuting between residence and workplace, not exceeding the rate applicable at retirement. There are no annual increments or Dearness Allowance during the contract period. The initial tenure is 01 year, extendable on a year-to-year basis up to 05 years or 67 years of age, whichever is less. Paid leave of 1.5 days for every completed calendar month of service and 10 days of Casual Leave per calendar year are applicable.

India Optel Recruitment 2026 Job Description

The Director, DPSU Coordination Cell (DCC) shall function from IIT Roorkee in accordance with DDP Guidelines to facilitate long-term institutional research collaboration between DPSUs and IIT Roorkee, facilitating IOL research requirements and coordination/participation of other interested DPSUs. The focus includes product improvement/new product development, value engineering, indigenisation, obsolescence management, cost/productivity/quality improvement, and basic/relevant technology research. Key roles and responsibilities include:

• To lead and monitor IOL-IIT Roorkee projects.
• To coordinate with IIT faculty/PIs/Researchers.
• To monitor milestones, deliverables, and resources.
• To facilitate resolution of bottlenecks.
• To act as principal IOL-IIT interface.
• To facilitate participation of other DPSUs/institutions.
• To identify research opportunities in product development/improvement, value engineering, indigenisation, obsolescence management, and relevant technologies.
• To monitor approved DCC budget/expenditure.
• To facilitate DCC infrastructure/support.
• To submit monthly progress report to CMD.
• To perform other assigned DCC related functions.

Selection Process

Selection will be made through a personal interview conducted by a Committee headed by Director/HR IOL, with members from Operations and Finance divisions nominated by CMD/IOL. Scrutiny of applications will be done by a Scrutiny Committee, followed by shortlisting of candidates based on total experience and qualifications. Document verification from original certificates will be carried out before the personal interview, and shortcomings will lead to rejection of candidature. Provisional call letters for the interview will be issued via email only.
