Arunachal Pradesh Staff Selection Board (APSSB) has advertised the Non-Ministerial Technical Examination (NMTE) 2026 for 217 Group C posts across 13 post codes: 119 posts in Health Services (ANM 61, Dental Technician 23, Health Assistant Jr. 16, ECG Technician 11, Laboratory Technician 7, Pharmacist 1), 96 driver and constable posts (Constable MT Driver IRBn 31, Constable MT Driver Civil Police 24, Head Constable Driver 18, Driver LMV 14, Driver HMV 9), and two IPR posts. Pay ranges from Level 1 (Rs. 18,000–56,900) to Level 5 (Rs. 29,200–92,300). Selection is by a 200-mark objective written examination, with physical, driving, competency or medical stages for specific posts that are qualifying only.

Under the State's Uniform Eligibility Criterion notified on 26 August 2026, every candidate must hold an Arunachal Pradesh Scheduled Tribe (APST) certificate and a Permanent Residence Certificate (PRC) and be able to speak an indigenous tribal language of the State; the "UR" vacancies are the unreserved share among such candidates. Online applications open on 21 October 2026 at 3:00 PM and close on 5 November 2026 at 5:00 PM at apssb.nic.in. The written exam is tentatively on Sunday, 29 November 2026 in the Itanagar Capital Region. The fee is Rs. 150.

Vacancies are as reported by the departments and may change. The two PwBD posts (ANM) are for locomotor disability, including cerebral palsy, leprosy cured, dwarfism, acid attack victims and muscular dystrophy. Reservation for ex-servicemen applies to indigenous Arunachal Pradesh tribals only. APST candidates selected on their own merit are not counted against the reserved share.

Note on Health Assistant Jr.: the advertisement's vacancy table lists the post at Level 5 (Rs. 29,200–92,300), while its eligibility table (Table No. 6) gives Level 4 (Rs. 25,500–81,100). Candidates should treat the pay level as unconfirmed until APSSB issues a corrigendum.

APSSB Group C Eligibility Criteria

Uniform criteria for every post

Under Government of Arunachal Pradesh Notification No. AR-33/17/2026-SECT-1-AR/111 dated 26 August 2026, applied to all categories of vacancies in this examination, every candidate must:

  1. be a citizen of India and an inhabitant of Arunachal Pradesh holding a valid Permanent Residence Certificate (PRC) issued by the competent authority;
  2. be an original inhabitant of Arunachal Pradesh holding an APST certificate under the Constitution (Scheduled Tribes) Order, 1950; and
  3. be able to speak an indigenous tribal language of Arunachal Pradesh and have working knowledge of the local indigenous tribes. The language-test mechanism is as per the same notification.

In practice this examination is open only to APST candidates with a PRC; the UR figures are the unreserved share within that pool, not a quota for candidates from outside the State.

Age limit (as on 5 November 2026)

Relaxation in upper age: APST up to 5 years; PwBD up to 15 years; departmental candidates with 3 years' continuous service, 5 years in addition to normal relaxation for posts in the same or allied cadres; ex-servicemen may deduct their service period from their age, provided the result does not exceed the maximum by more than 3 years; and for the ANM post, 8 years for Accredited Social Health Activists (ASHA).

Post-wise qualifications

Health Services posts (Level 5)

  • ANM (25/26): two-year ANM course certificate from an INC-recognised institution after Class XII, and registration with the Arunachal Pradesh Nursing Council as a Registered ANM.
  • Laboratory Technician (26/26): Class XII (Science) with Diploma in Medical Laboratory Technology (DMLT) from a Government-recognised institution or board.
  • Pharmacist, Allopathy (27/26): Class XII (Science) with D.Pharm from a PCI-recognised institution, and registration with the Arunachal Pradesh Pharmacy Council or Indian Pharmacy Council.
  • ECG Technician (28/26): Class XII (Science) and Diploma in ECG Technology from a Government-recognised institution or board.
  • Dental Technician (29/26): Class XII (Science) with Diploma in Dental Mechanic/Technician from a DCI-recognised institute, and registration with the Arunachal Pradesh State Dental Council or Dental Council of India.
  • Health Assistant Jr. (30/26): Class XII with a two-year Health Assistant Training Course from an institution recognised by the Government of Arunachal Pradesh or Government of India.

Driver and constable posts

  • Head Constable Driver (31/26), Level 4: Class X and a valid Heavy Motor Vehicle driving licence; physical standards, PET, vision and medical fitness as below.
  • Driver LMV (32/26), Level 4: Class X, valid LMV licence, and at least 3 years' LMV driving experience counted from the date of issue of the licence.
  • Driver HMV (33/26), Level 4: Class X, valid HMV licence, and at least 3 years' HMV driving experience counted from the date of issue of the licence.
  • Constable (MT) Driver, IRBn (34/26) and Civil Police (35/26), Level 3: Class X and a valid HMV or LMV licence; physical standards, PET, vision and medical fitness as below.

For post codes 31/26 to 35/26 the driving licence must be valid on the closing date, on the date of the driving test and on the date of document verification.

Physical standards and PET (31/26, 34/26, 35/26; the advertisement gives male standards)

  • Height: 160 cm for APST candidates, 152 cm for APST candidates of Tirap, Changlang and Longding districts. Chest: 79 cm normal, 84 cm expanded.
  • PET: 100 m in 16 seconds; 1,500 m in 8 minutes 30 seconds (Head Constable Driver) or 8 minutes (Constable MT Driver); high jump 107 cm and long jump 11 feet, three attempts each.
  • Vision: distant 6/6 better eye and 6/12 worse eye (corrected); near J1 and J2 (corrected); no colour blindness. Medical fitness test.

IPR posts

  • Field Publicity Assistant (36/26), Level 2: Class XII with Diploma in TV, Radio or Sound System, or Diploma in Electrical or Electronics.
  • Publicity Assistant (37/26), Level 1: Class X with Diploma certificate in Sound System, or Diploma in TV and Radio, or Diploma in Electrical or Electronics.

How to Apply for APSSB Group C 2026

  1. Apply only online at apssb.nic.in between 21 October (3:00 PM) and 5 November 2026 (5:00 PM). Applications by any other mode are rejected.
  2. Enter the details of one photo identity document (Aadhaar, Voter ID, driving licence, PAN or another Government photo ID). The same document in original must be carried to the exam with the admit card, and the name and father's name on it must match the admit card.
  3. Mark your preference of posts and departments. You can mark preferences only against posts you are eligible for, and the order is final; the merit list is drawn as per the preference order you give.
  4. Upload: scanned signature on white paper in black ink (10–50 KB, JPG/JPEG/PNG); recent passport-size photograph (50–100 KB, JPG/JPEG/PNG); and copies of the educational and technical certificates relevant to the posts applied for.
  5. PwBD or PwD candidates needing a scribe or compensatory time must opt for it in the form and upload the relevant Annexure (I, IA, II or IIA from the APSSB Candidates Corner).
  6. Pay Rs. 150 online and submit. Check every entry before submitting; details cannot be edited after the closing date, and incomplete or junk entries are rejected. If you submit more than one form for the same post, only the latest counts.
  7. Download the admit card from apssb.nic.in when released; no admit card is posted individually.

Stages II to V (qualifying only)

  • PST/PET: candidates shortlisted at 1:8 of vacancies on written-exam merit, subject to 33% in each paper. Ex-servicemen are exempt from the PET but must pass the PST.
  • Driving test: shortlisted at 1:3, subject to 33% in each paper and, for Head Constable Driver, clearing PST/PET.
  • ANM competency test: shortlisted at 1:3. Four stations of 5 minutes and 10 marks each (vital signs; maternal and child health; infection control protocol; basic procedure in midwifery), qualifying 7 marks per station. Each candidate takes three of the four stations and must score 21 out of 30.
  • Medical fitness test for the three police and fire-service driver posts.
  • Stages II to V are qualifying only. Final merit is on written-examination marks alone.

Document verification

Provisionally shortlisted candidates upload, then produce in original with self-attested copies: two photographs; Matriculation certificate for date of birth; educational, technical and registration certificates; experience certificates; APST certificate; PRC; PwBD certificate; NOC from the head of department for serving Government employees; discharge book and PPO for ex-servicemen; admit card and application printout. A claim not made in the application form is not considered from the certificates, and no extra time is given to produce documents. Biometric checks are used against impersonation.

Exam Centre and Conduct

  • The examination is held in the Itanagar Capital Region. The Board may cancel a venue or divert candidates; no change of date, time or centre is accepted.
  • Calculators, laptops, mobile phones, watches and other electronic devices are banned; possession leads to debarment and legal proceedings, and centres have no storage.
  • Scribe and 20 minutes per hour compensatory time are available to eligible PwBD/PwD candidates who opt for them in the application; a candidate's own scribe must be one qualification step below the candidate and may not be a candidate in this examination.

Frequently Asked Questions

Can candidates from outside Arunachal Pradesh apply?

No. Under the Uniform Eligibility Criterion applied to all vacancies, every candidate must hold an APST certificate and a Permanent Residence Certificate of Arunachal Pradesh and speak an indigenous tribal language of the State. The UR vacancies are the unreserved share within that pool.

Is there negative marking?

No. Candidates must score at least 33% in the Common Paper and 33% in the Technical Paper separately; there is no sectional cut-off inside the Common Paper.

What is the fee?

Rs. 150, paid online, non-refundable. PwD and PwBD candidates pay nothing.

Can I apply for more than one post?

You indicate preferences for all posts and departments you are eligible for in the application, in an order that cannot be changed later; the merit list follows that order. If you submit more than one form for the same post, only the latest is considered.

In the Itanagar Capital Region, tentatively on Sunday, 29 November 2026. Centre and date changes are not entertained.

How is the final merit decided?

On written-examination marks only. The physical, driving, competency and medical stages are qualifying and do not add marks.

What is the ANM competency test?

A practical test of four stations (vital signs; maternal and child health; infection control protocol; basic midwifery procedure), 5 minutes and 10 marks each with 7 marks qualifying. Each candidate attempts three stations and must score 21 of 30. Candidates are called at 1:3 of vacancies.
