JSV Multi Purpose Worker Eligibility 2026
Age limit: minimum 18 years and maximum 45 years as on 13 November 2026, for all three posts.
Para Pump Operator
Essential qualification: minimum Matriculation (10th) with an ITI certificate from a recognized ITI in the trade of Electrician/ wireman/ Diesel Mechanic/ Pump Mechanic/ Motor Mechanic/ Pump Operator-cum Mechanic/ Mechanic (Motor Vehicle / Pump Operation & maintenance/pump operator. Alternatively, a matriculation (10th) certificate in these trades under a Skill Development Scheme of the Government.
Para Fitter
Essential qualification: minimum matriculation (10th) with an ITI certificate in the trade of Fitter/ Plumber from a recognized ITI/ institute. Alternatively, a matriculation (10th) certificate in these trades under a Skill Development Scheme of the Government.
Multi Purpose Workers
Essential qualification: minimum Middle pass (8th) or its equivalent from a school duly recognized by the State Government. All candidates must submit their 8th standard marks sheet.
Experience and Physical Standard
Experience is not listed as an essential qualification, but it earns marks. It must be in the related field of JSV, HPPWD, CPWD, PSUs or an outsourcing agency providing services in HP Jal Shakti Vibhag, with a certificate issued by the EE (JSV). For a Para Pump Operator, the related field is operating pumping machinery and allied electrical installations of rural water supply or irrigation schemes. For a Para Fitter, it is maintaining village piped water supply infrastructure or the distribution system of these schemes.
Candidates should be capable of carrying tools and pipes in hilly areas and should not have any physical disabilities or colour blindness.

Selection Process
An initial merit list will be drawn from the documents submitted, based on qualification and experience. The top eligible candidates, at least 5 times the vacancies, will then be called for the skill/physical test by separate call letters. Original certificates and testimonials will be seen at the time of evaluation.

Skill Test: Para Pump Operator
- Minor repair of pumps, locating faults or damage, and replacing defective parts
- Knowledge of test pressures and leakages, making adjustments and observing performance for appropriate yield of water
- Installing pumps at site, connecting them to the motor, basic alignment, and tools such as spanners and keys
- Locating faults in the electric system and motor
- Dismantling or partly dismantling equipment, replacing damaged or worn parts, and greasing and oiling moving parts
- Knowledge of the pump lubrication and cooling system
- Operating the regulating valves and control mechanism of the pumping system
Skill Test: Para Fitter
- Repairing water supply pipelines, arresting leakage, adding new connections and abandoning defunct ones
- Basic knowledge of pipe fitting, pipe sizes, operation and maintenance
- Threading pipes with ratchet and die sets, and fitting specials on pipes using basic tools
- Managing village water supply infrastructure, pipe distribution layout and flow regulation for equitable distribution in hilly terrain
- Knowledge of pipe fitting tools and the skill to operate them
- Behavioural skills in handling grievances, complaints and conflict resolution
Service Conditions
- Posting is under the jurisdiction of Jal Shakti Division, Pooh, in the Yangthang, Pooh and Akpa sub divisions.
- Selected candidates will be deputed or engaged on schemes already outsourced to firms or contractors.
- Para Fitters and Para Pump Operators will submit a quarterly self-reporting format to the Junior Engineer concerned. At the end of every financial year, a consolidated report goes for community certification of satisfactory work and conduct.
- Unsatisfactory performance may result in termination by an order. Termination cannot be completed unless at least 3 notices have been served on a specific charge and service delivery has not improved. The Junior Engineer records the reasons in writing, and the Assistant Engineer countersigns them.

Can I apply for more than one post?
Yes. A separate application must be submitted for each post.
How are experience marks calculated?
Experience earns half a mark for every six months, up to the 2 marks set aside for it. A certificate issued by the EE (JSV) is required.
Who gets the BPL mark?
Para Pump Operator and Para Fitter candidates from a BPL family can get 1 mark. Multi Purpose Workers do not have this criterion.
Will a higher qualification help a Multi Purpose Worker candidate?
No. Evaluation and any shortlisting use the marks obtained in the Middle standard only, even if the candidate holds a higher qualification.
What if the Education Board has not issued my Middle marks sheet?
Attach a detailed marks certificate from the Principal of the school instead.
Will I get travel allowance for the skill or physical test?
No. The notice says no TA/DA will be payable for appearing in the skill and physical test.
What are the working hours?
The working hours are 6 hours per day.
Can I ask for a transfer after joining?
No. Requests for transfer from the scheme on which a candidate is deputed will not be accepted at a later stage.
