Selection is based on a 100-mark evaluation criteria, decided by the District-level Setu Committee headed by the District Collector, when more than one application is received for the same geographic area. The Setu Prabhari Officer and District Social Welfare Officer jointly conduct scrutiny; the committee's decision is final.

Stages of Application Scrutiny

• Allotment and operation of the Kendra will be governed by the relevant Government Resolutions dated 19 January 2018, 27 March 2025, and 9 July 2026; non-compliance can lead to cancellation of the centre without prior notice.
• Applicant must be financially capable of the required investment and of running the business for at least 6–12 months.
• Applicant must be a local resident of the concerned Gram Panchayat / Nagar Parishad / Nagar Panchayat / Municipal Corporation ward area.
• Applicant must have an independent office of at least 100 sq. ft., owned or rented.
• Applicant must have knowledge of Marathi and English.
• The Kendra must display the prescribed banner/signage, operate as per the government-fixed timetable, display the government-fixed rate card, and not charge fees above the fixed rate.
• Required infrastructure includes at least 2 computers/laptops, 1 scanner, 1 laser printer, a biometric device, webcam, UPS or alternative power backup, broadband internet (rural 10 Mbps / urban 20 Mbps), and CCTV, along with a waiting area for citizens.
• Government-provided equipment must be used carefully and preserved as per the handover documentation.
• The Kendra must operate only at its officially notified location; unauthorised relocation, false information, or serious record-keeping errors will lead to cancellation.
• One applicant can apply for only one Aaple Sarkar Seva Kendra per district (urban and rural combined); duplicate applications will be rejected.
• Applicants whose previously self-run or family-run centre was closed by the Zilla Parishad or Collector office are not eligible. Only one person per family (spouse and unmarried children) can hold a Kendra.
• False information provided for obtaining the Kendra will lead to rejection or cancellation at any stage, even after selection.
• Applicants must not have a criminal background; concealing pending criminal cases will lead to rejection or cancellation at any stage - the police department's opinion will be final.
• Kendra operators must follow instructions issued from time to time by the government, District Collector office, and Sub-divisional Officer/Tehsildar, and submit required reports promptly.
• If the Kendra does not conduct business continuously for 3 months after approval, it will be cancelled without prior notice and will not be reopened under any circumstances.
• Depositing certificates/documents issued from the Kendra at the respective Tehsil/Sub-divisional office is mandatory.
• Services must be provided only at the prescribed fee; overcharging complaints will lead to disciplinary action against the operator.
• Officers/employees currently working in central/state government, semi-government bodies, public undertakings, corporations, local self-government institutions, or as Gram Panchayat members/Sarpanch cannot apply.
• Operators whose centres faced administrative complaints will get a sympathetic final opportunity to apply under this advertisement, subject to all its terms; those with pending criminal proceedings through the administration will not be considered.
• Finally selected candidates must start the Kendra within 1 month of completing all formalities, and submit a GPS-enabled photo upon establishment, as required.
• The decision of the District Collector & Chairman, District Setu Committee, Latur, on allotment is final; no future claims can be made regarding this.
• Any recommendation or pressure exerted regarding allotment will make the applicant's candidature ineligible.
• All rights to publish, postpone, correct, cancel, or reissue the advertisement rest with the District Collector & Chairman, District Setu Committee, Latur.
